Call of Duty: Modern Warfare 4 Campaign Marks a Definitive End, But Infinity Ward Admits There Was No Long-Term Plan

The campaign for Call of Duty: Modern Warfare 4 is available now in early access, and it is widely being considered the strongest the series has been since its triumphant 2019 revival. Those who have already dove into the action will quickly become aware that a tremendous number of its heroes and villains meet their dramatic ends in what easily ranks as one of the darkest entries in the history of the blockbuster franchise.

The heavy atmosphere and high body count make the entire experience feel like a bow being firmly tied on this particular storyline. This sense of finality is further underscored by Activision’s recent confirmation that a brand-new Call of Duty subfranchise, sitting entirely outside of the traditional Modern Warfare and Black Ops rotation, is actively in the works. All signs point to this potentially being the absolute end of the road for this specific iteration of the sub-series.

Yet, a lingering question remains for the community. Is this truly Activision’s definitive plan, or if Modern Warfare 4 turns out to be a massive commercial and critical smash success, will the developers be tempted to head back to Captain Price and his iconic crew one more time? The final mission of the campaign, which unfolds right in the middle of the game’s credits, appears to strongly suggest that this is indeed the end of the line for the ongoing saga and one of its most beloved characters. It naturally begs the ultimate question among the fanbase: Is this truly the end of the rebooted Modern Warfare story?

"It’s a good question, and you’ll not love the answer," Jeff Negus, narrative director at Infinity Ward, revealed in an interview. "I don’t know. What I do know is we tried to tell a definitive, conclusive story in that we were trying to set up, or rather pay off the setups, answer things that had been posed as questions, push characters into new territory that they’ve never been in before, raise the stakes, push the conflict."

This bold new era of Modern Warfare started on remarkably strong footing with the critically acclaimed 2019 campaign, which skillfully echoed much of what players originally loved about the landmark 2007 release. Despite relying on nostalgic callbacks and familiar names, the most exciting element of the project was that it genuinely felt fresh. Brand-new characters blended seamlessly with returning veterans to tell a completely modernized story.

The recently released Modern Warfare 4 pulls off a remarkably similar trick, weaving a massive, high-stakes Korean conflict together with the much more personal, clandestine missions led by Captain Price. However, the path to reaching this point was undeniably rocky, and it was not necessarily a trajectory that was ever meant to culminate right here. In fact, it turns out that the development team did not really have a fleshed-out, concrete idea of where the overarching saga would go immediately following the 2019 reboot.

When asked if there was a master narrative blueprint from the very beginning, Negus admitted that a long-term roadmap simply did not exist. "No, there wasn’t a long-term plan," Negus revealed. "Similar to a television show where you got a first season, it comes out, people like it, cool, there’s going to be another one. If you do it well, what you built can be built upon in a way where you can use it as a foundation and then push on top of that to build and go to new places."

Reflecting on the milestone of reaching a fourth installment, Negus emphasized the significance of the project for the team. "Four, that was of particular importance for us. Not many games get a four, let alone one that has these kinds of characters that have gone through the things they’ve gone through. And so while there wasn’t a long-term plan necessarily for the story specifically from 2019, we definitely are self-reflexive in a way where we’re looking back at the same time as being in the present in order to inform it and make it more impactful."

‘It's a Good Question, and You'll Not Love the Answer’ — Is Call of Duty: Modern Warfare 4 Really the End of the Rebooted Modern Warfare Story? Infinity Ward Responds

Having the plot of a four-game series, spanning the better part of a decade, develop without being entirely mapped out from day one is entirely understandable within the fast-paced realities of game development. However, what might genuinely surprise fans is that the team still did not definitively know where the story would head just three years ago, immediately following the launch of Modern Warfare 3.

"It’s interesting because at the end of Modern Warfare 3, there were some definitive events that took place," Negus explained, pointing to the narrative turning points that shaped the landscape. "And because of that, particularly for Price, once you take that action, you can’t come back from it. And although it doesn’t change his core motivations, and in that I don’t think it changes his character, it does adjust how he tries to achieve his goals; the means changed."

Negus continued to elaborate on how the team handled these heavy narrative choices rather than sweeping them under the rug. "And we weren’t beholden to it, but we wanted to use it as a way to continue the story in a meaningful way, not go, ‘Don’t worry about that thing that happened,’ but really lean into it and say, ‘Well, if he had done that, it would mean this. And if it meant this, how can we use that to push into new territory?’ And that’s where an alliance between Price and Valeria comes in."

There is an immense amount of narrative ground being covered in Modern Warfare 4, and it stands as a massive credit to Negus and the entire writing team at Infinity Ward that the plot remains entirely coherent from start to finish. This is especially impressive given that the game has to juggle an extensive, sprawling cast of characters scattered across multiple corners of the globe. It serves as a stark, welcome contrast to Modern Warfare 3, which featured a notably limited, plot-light campaign that introduced the fan-favourite villain Makarov in a way that many felt was rushed and lacking in depth.

The development time granted to Infinity Ward to construct Modern Warfare 4 was significantly more generous, especially when compared to the tighter constraints surrounding its predecessor, and that careful attention to pacing and scale shows clearly in both its overall quality and its sheer amount of content. This is a remarkably robust campaign with an incredible amount of story to tell. So substantial is the narrative that its opening missions almost feel like a sprawling epilogue to the third game, effectively clearing the narrative table ahead of introducing its sweeping new conflicts.

Given how neatly everything falls into place, the question naturally arises as to whether any part of this current story was ever originally intended to be part of the game released three years ago.

"Short answer, no," Negus stated plainly. "I think the reason that this story has so much in it is that we had the ambition to continue the legacy character storylines and a very strong impulse to return to form in that, assuming the role of a low-level soldier within a bigger war landscape. And so obviously those characters that we’ve been with don’t really fit that desire in terms of having that perspective. So it was a challenge, but ultimately an opportunity to get to redefine our returning characters and define, for the first time, a whole set of new, young, fresh faces that would give us a totally different perspective."

Negus added that these disparate elements were successfully brought together by anchoring them to a shared thematic backbone. "And we combined them together, uniting them by a common theme continuing from 2019, setting up the ‘you draw the line wherever you need it’ that permeates both threads of the storyline and both perspectives."

This creative approach is unquestionably proving to be a massive success with the community. The Modern Warfare 4 campaign has been met with widespread, glowing praise from fans across social media platforms and forums alike. The reception has even prompted a heartfelt message of gratitude from the actor behind Captain Price, who reached out directly to thank players as the wave of positive reviews continues to roll in.
